Could you not get at least some of the calcium from hard cheese, which has negligible carbs?
 
If you look on the internet for calcium in foods there are lists of the relative amounts in various foods many of which are very suitable for a diabetic dietary regime being low carbohydrate.
 
Strangely enough I have passion for low fat cheese triangles as a snack. They are all portioned obviously.
