@SimonP - precisely what the Diabetes User Group at Warwick Uni Med School expertly did for their students. We were also each given access to MS Office for Students whilst we were part of that group so given access to proposed docs by email so we could use 'Comments' by ringing or underlining some bits and adding the relevant comments in the margin(s).

On DSF all such qnrs were first issued to the Moderators to have their say before it was released to the ordinary members.

We all did the questionnaires and commented to the originator. Sometimes they were able to alter them, sometimes not.
