Does anyone have any ideas on how to best control this condition. Every time I get my feet back, there is a new batch of blisters waiting to cause another period of pain.

Have you tried soaking your feet in Epsom Salts? I know this is a 'low tech' rather olde worlde suggestion, but it might surprise you.
 
I have potassium permanganate, it cleared them up, but then a new batch have broke out in the clear skin.
 
I'm afraid that's all I can suggest Owen. Lilian might be along later with some better advice. She's a mine of useful information.
 
There aren't really any home remedies for this, but while the weather is decent, apply a moisturiser and expose your feet to the sun. Some people find that applying coal tar creams helps a lot, but they do pong a bit. Retinoid creams can help, but they are prescription only.

Have you seen a dermatologist about this? There are some treatments that can be done in specialised clinics.

Have been referred, but tiled can't even get on waiting list are the moment.
 
My OH had to go into St Thomas's hospital in London for his treatment, they used Eumovate 5% mixed with coal tar cream and his feet were wrapped in cling film, when he came home he used it but put his feet in plastic bags before he put his socks on. Mind you the treatment may well have changed because that was back in the 90s.
