From what I have read oily fish is good for you and it is suggested you eat 2 portions a week. Does this need to be fresh or does mackerel in a tin count?

Thats good. I love mackerel on toast but was not sure if that is as good as fresh...
I think the only one I can remember reading about to avoid is tinned tuna, but fresh is fine and salmon tinned or fresh is fine. The tinned tuna doesn't contain the omega 3s and 6s I believe (don't think I'm making it up, but someone is sure to correct me!)
