Yes that's what it does, it always aims for the middle of the range (6.5) and will do corrections if you are any tiny amount away from that even if you are still within range. This is what
@rebrascora was on about the other day, if you are within range you probably don’t need to be doing corrections but your bolus calculator advises one anyway. Of course it's entirely up to you whether you do what the bolus calculator says! We do on our pumps, it's too much hassle to override it, people who are doing the sums themselves probably don’t correct if they are within range, you yourself used to ignore the corrections if you were less than 10. Some people might say that a correction of 0.5 when you are within range is a waste of time as it won’t do much and we all know we can’t get perfect BGs all the time, perhaps it is trying to be too precise. But that is how it works, if you are above the midpoint of the range it works out how much by and how much insulin you would need to bring you down again, and nobody has told it not to bother if you are still within range

It's entirely up to you whether you want to do whatever the calculator says or whether you choose not to correct within certain limits, you won’t come to any harm either way. Have you noticed your numbers being any better since you started doing exactly what the calculator says? If not then it probably doesn’t matter if you ignore corrections when you are in range
