As I remember it some people were sick. But not everyone.

No, just that the village was quarantined while many of its residents were not sick. (Likely because they weren't infected yet.)
The 2020 Lockdowns and other measures such as distancing and masks were important cosmetic measures that enlisted the whole nation in a levee-en-masse, virtually everybody was engaged and felt they were doing their bit in a national emergency. That's why the antics of Boris and his chums came as such an unforgivable shock.
How many times has the nation achieved such a sense of purpose and joint endeavour - 1914, 1940 ? But 2020 turned out to be almost another case of 'Lions led by Donkeys'.
