Cauliflower or broccoli rice is available in many supermarkets these days and it makes quite a good substitute for rice.
You can steam it, boil it, even put it on a baking tray and drizzle with olive oil before putting it in the oven, which is what I recommend for 'soggy' dishes.
The low carb option can often turn out to be a better tasting dish than the boring old stodge one.
