Assuming you're now aged over 16 years, you can only apply for PIP. The rules are different to DLA, and effectively, lowest rate care of DLA has no equivalent in PIP.
In general, it is very difficult, if not impossible, for someone with type 1 diabetes and no complications nor other physical or mental issues to qualify for any rate of PIP daily living or mobility. However, as there's no cost involved to the claimant, there's no harm in appealing. Overall, attending an oral appeal hearing has higher success rate for claimant than a hearing on the papers.
