It's simply A Fact that it's very difficult if not impossible to get unanimous agreement from any group of people on any subject, hence why 99.9% of polls in life are settled by a majority vote.

Apart from Presidential elections in the US, of course. Hilary Clinton got at least a million more votes than Trump. (Not much of a choice, I admit )
