Bedtime (around 11pm -ish, occasionally midnight, when no longer working was usually midnight plus) when on one jab, and did bedtime and whenever I got up when I changed to 2 jabs, but then found I had to move evening back to 9.30pm ish, so as soon as I remembered after about 9.15 was the answer!
But you take it whenever it suits you (ie I mean I had to move mine to earlier because of when my body needed the insulin)
After years an years of early morning lows I experimented with various timings and splits. When on Lantus taking one dose at breakfast time suited me best. Just had to be a bit careful with levels after breakfast! (during Lantus onset)
Hi after yrs of taking Levemir at 10.30am + 10.30 pm I change over few months ago to 8am and 8pm and my morning sugars infact all my sugar are far more within range tan before

I take it twice daily - a bigger dose (23u) about 9.30pm, and a small dose (8u) about 8am. Shifting my evening dose later (was previously 8am) seems to help with post-breakfast spiking a bit.
