Applying for my driving license after 16 years without it

Hi I wonder whether any progress has been made here?

I've been dealing with DVLA since 5 years ago when they removed my licence for an eyesight defect in my lower vision (like where the radio is when driving - can see perfectly out of the car windscreen. I was referred to their specialist consultant in August 17 who performed a thorough test and supported my application. I know I don't meet 100% the sight test but it is perfectly acceptable for driving and yet even now they are still playing games, saying the application is not complete and sending it back to the consultant. Last return to him was last week (several times now). As far as he is concerned everything has been completed positively. We'll see...
Every time anything is sent to dvla it takes 4 weeks min to get another response from the medical team. Good luck to anyone dealing with DVLA. Some of the staff are really helpful and apologetic. Some of them are just obnoxious.

The delays at the DVLA aren’t due to any awkwardness, they are seriously understaffed after government cuts. But if their appointed consultant says you are safe to drive, you would think that would be an end of it. They may challenge that opinion - you say you can’t see the radio, but can you see the speedometer? Their regulations on visual fields are an immovable object, in most if not all cases.
