The body will make glucose if stores are depleted via gluconeogenesis. During a fast the amount produced from amino acids/fats tends to increase over time anyway.

Many T2s have insulin resistance in the liver, which means the pathway that turns off the production of glucose is broken and does not respond to insulin. There also may not be a big enough response to the rise in glucose triggered by the hormones due to the beta cell deficiency present in most T2s.

Maybe the exercise just makes the muscles more insulin sensitive?
