A welfare check turned into an arrest Thursday night after an Alice police officer found black tar heroin on a woman.
While on patrol, Officer Orlando Jasso saw a woman sitting on a bench at Texas Star in the 200 block of N. Johnson that looked uneasy and confused.
Jasso reported that he noticed several plastic bags and a purse on the bench around her.
The woman said she was in town visiting a friend and was waiting for the friend to pick her up.
The officer noted that he could see several syringes with orange caps inside the woman's purse.
