I was diagnosed type 2 six months ago. My BS is now usually in the 4 to 7 range but I am still unsure what would be a reasonable rise in BS following a meal. What is more important the size of the rise or the speed at which my BS goes back to its normal range?
 
You would be looking for no more than a 2-3mmol/l rise 2 hours after your meal and no more than 8.5mmol/l otherwise your meal was too carb heavy.
As your before meal reading become lower then the 8.5mmol/l max can be reduced to 8. Initially it is the difference between before and after that is more important is deciding if your meal was suitable or do you need to reduce the carb component or cut something out completely.
 
I find if I'm low, say 4, (which I don't like at all), I set my limits at around 8 still.
ie, I'm fine with a rise of 4.

The body has a strange response, if you have been eating low carb reguarly, or fasting, or burning glucose from a liver dump, there is a delay in releasing insulin, so you can can a higher spike than you would expect.
It is a normal function.

As to the speed, two hours is the normal test point.
But with 4-7 you seem to be well on top of it, that and a good hba1c is better than trying to micro manage every meal to me.
