Something to remembr though in situations when stuck in a serious Jam, be it snow as it as the moment or at other times of the year, is you can phone the emergency services who will do there best to get to you as quickly as possible..
I would agree that it seems that our local government are ill prepared, some are down to cost cutting they've implemented.. Local rural councils have tried to cut costs by dumping contracts they traditional had with farmers.. The rural councils would give a farmer a winter to help clear roads to compliment their small unit of gritters/ploughs, the contract meant that yes farmers recieved payment for being on standby and then paid for snow clearing as and when needed... But in the past it has helped keep roads pretty clear, as the council lorries could concetrate on major roads while farmers cleared minor roads..
But you will find in countries that are used to yearly snow, drivers have two sets of tyres one set for summer months, and a set for winter months and have a legal oblication to swap them over, followed by a lot of people will own snow chains to use when required...
When travelling out and about dress appropiately and carry appropiate equipement to maintain individual safety...
Sadly clearing your paths outside your house in todays society may not be the wisest move, due to the fact it may land you being sued if somebody injures themselves, more so because a lot of people don't do it probably, as they tend to scrap away the snow to one side, forget that this can leave a very slippy surface which causes more problems than leaving the snow if it's not gritted to provide grip for the walker..
