More than 8,500 diabetes sufferers in Leicester missed out on potentially life-saving checks in 2010.
Paul Burstow, Health Minister, revealed the figures in Parliament following a question from Leicester East MP Keith Vaz.
Primary care trust, NHS Leicester City failed to offer the tests to 31 per cent of patients. However, this is better than the national average of 33 per cent.
Figures released by the National Diabetes Audit for England show more than 1.3 million patients in the UK could be missing out on the vital check ups.
