It depends. Diabetes is diagnosed at anything above 47mmol/mol so if it is your first test it puts you in the diabetic zone but only just. If it is after doing some work on your diet etc and it is now that after being at a much higher level then yes it is going well so keep up with what you are doing and you will soon get down to normal of below 42mmol/mol.
