I would also guess at not enough basal being Joe's problem.
Joe probably wont like it but I would suggest skipping an evening meal and testing every hour or two so he can see what is going on.
General rule of thumb though is not to eat until bloods below 8, so that could also be a factor in things.
Today, I broke that rule and ate when I was already at 9.1.
To compound my error, I also injected into my thigh for the first time.
I sometimes check my bloods 2 hours later but something made me check after an hour.
I had gone to 12.7 which is high but the increase from pre-meal was reasonable. I then tested again 30 minutes later and I was at 17.5 and clearly hyper. I felt drunk, happy, full of energy and a bit unsteady on my feet. I grabbed my coat and went out for a long walk, getting totally soaked right down to my underwear.
An hour and 3 miles later I squelched back into the house and was back at 6.9 so hugely relieved.
3 lessons learned.
Don't eat when I am above 8.
Leave more time between bolus injection and eating.
Injections in the thigh take longer to activate than those in either my abdomen or my perfectly formed peach-like buttocks.
ETA. Also learned that when I feel happy and completely pain-free, I am probably running high glucose levels. When I am feeling tired and in pain, my levels are spot on. How hilariously cruel is that?
