Lord Warner, the former health minister, has warned keeping the NHS budget ring-fenced could create an ?illusion that nothing needs to change? in how healthcare is delivered.

The NHS is one of the few government departments whose budget is protected from budget cuts, as ministers make cuts of an average of eight per cent in other areas to try and reduce the deficit.

Lord Warner said there is an urgent need for reform of the way NHS services are delivered as the demands on the NHS have now changed, with more people being treated for long term chronic conditions meaning better community health services are essential.

He told BBC Radio 4?s Today programme: ?Politicians think we can ring-fence the NHS budget and avoid the kind of changes in accident and emergency departments we need to make.
