Taxing working class families out of being able to afford private schools will make private schools even more elite, which seems on odd aim of a labour government. If people are leaving and no longer able to even consider putting their children into private school, where is the VAT going to come from? Who is going to pay for all the extra teachers at the state schools to teach all those who were (or were considering) self funded at private school pupils?

Shouldn't there be a tax relief for those who pay out of their own pockets for their children's education?

Yes, it was a mean policy. If lots of private school students leave, where will they all go? My local comp is over subscribed as it is. The gov would be better sorting out the problems in state schools, but they think private schools are an easy target.

They should have ensured that all existing private school pupils finished the year they were currently in.

They should just have left them alone. They’re doing no harm. In addition, some are for children with additional needs, so that’s extra-cruel. Parents are entitled to spend their money on what they want, and many scrimp and save to get a good education for their children - because the government are incapable of improving state schools.

To me, it feels like it's being done for spiteful political / class reasons.
