Pulling NICE's teeth

I just spotted this articvle on Aunty which suggests that from 2014 NICE will no longer be allowed to decide which drugs doctors are permitted prescribed to patients. Instead, groups of doctors will make the decision on a patient by patient basis. Sounds like a good idea to me , or is it?

It will be a good idea if everyone is treated is treated equalily but i fear that it in the end will come down to how much money each docter has control of or left in their buget
