Work on a landmark dental school and hospital in Birmingham will begin next month, after a public private partnership (PPP) raised ?50 million in project finance.

Led by Birmingham Community Healthcare NHS Trust, the Edgbaston centre will offer services for the public, as well as house a campus for the University Of Birmingham’s School of Dentistry. It is located in the new Edgbaston Medical Quarter on a site formerly home to BBC Pebble Mill studios.

Other partners in the project include the Birmingham and Solihull LIFT (BaS LIFT) – a Local Improvement Finance Trust (LIFT) PPP between Community Health Partnerships (owned by the Department of Health) and Prime LIFT Investments.

I don't understand why the government wont lend the money instead of the very expensive private finance schemes. Well I do it is to keep debt off the statute books, but considering the current size of the debt ?50 million wont make it look any worse.
