Can you clarify whether the 8.5 was an HbA1C which would normally be given in mmol/mol but if it is then it looks as if it is in the old units of % and indeed would be high.
If it is from a finger prick the 8.5 would be in mmol/l and whether it is high depends on when in relation to eating it was taken.
I think what your level should be for surgery depends very much on the type of surgery and how invasive it is.
