It certainly does! Which is why many in the medical establishment drive us daft with their advice to eat more carbs. Madness!
I realise low carb diet isn't for everyone, but it works for me and for many others too. It can be tough to start out, your body craves the glucose and may not take kindly to the changes at first, but it should be worth it in the end. Stuck as I am with the slow onset version of the Big D, I often struggle to manage my diabetes and was on entirely the wrong medication for quite some time. It's only in the last year that I've been able to get some sort of real control and my last two HbAs have been rather good (for me). The only way I could take any sort of control before then was through testing and adjusting my diet according to the numbers. These days, I don't have to be quite so strict with what I eat but I find that if I eat a carby meal, I feel really lethargic and dopey afterwards, sometimes for a couple of days and it can play havoc with my plumbing. My system has got used to the low carb life and likes it now.
