Plans to raise NHS standards in the wake of the Stafford hospital scandal are being put at risk by a shortage of nurses, Jeremy Hunt was warned yesterday.

The Health Secretary pledged to transform the culture of the health service where ?cruelty had become normal?.

Officially responding to the Francis Report that found shocking levels of neglect in Mid Staffs, Mr Hunt outlined measures to improve patient care.

He said hospitals which covered up blunders could be made to pay millions in compensation out of their budgets.
