A North Dakota woman won't be handing out treats to everyone this Halloween. She says she'll be giving out letters to kids who she believes are "moderately obese."
The woman said that she wanted to send a message to parents of these children. In a call to a radio show, the woman said it's up to community to solve the problem of obesity.
