People in England who have been told to self-isolate through NHS Test and Trace could have their details shared with the police on a "case-by-case basis".

this is going to amount to nothing more than a witch hunt and sectioning of ill people. i say get the police to do their proper jobs of catching criminals not going for easy catch. talk about police state!

don't forget you can either delete the app or simply get a cheap pay and go.

They aren’t talking about the App, they are talking about people who have tested positive who aren’t isolating. Quoting from the bbc article you cite above,
'Police will not have access to data from the NHS Covid-19 app. The app is anonymous so the government does not know who has been sent instructions to self-isolate.'

There has been other similar things happening recently...

MP's have just voted AGAINST (yes against) laws that would ban government "informants" (i.e. members of the public) to commit any crime against another in order to "prevent" any act that might cause loss to the state. This could be from any of the following agencies.
  • MI5 and other intelligence bodies
  • Police forces and the National Crime Agency
  • Immigration and Border Officers
  • HM Revenue and Customs, Serious Fraud Office
  • UK military forces
  • Ministry of Justice (investigations in prisons)
  • Competition and Markets Authority, Environment Agency, Financial Conduct Authority, Food Standards Agency, Gambling Commission and Medicines and Healthcare Regulation Authority

James Brokenshire, the security minister, told MPs that the bill would make authorised crimes “lawful for all purposes and no crime will have been committed”.

It is to me yet another daft bit of posturing. It's like telling a naughty child that the bogey man will come in the middle of the night to get them if they do not behave themselves.

It's never going to happen - except maybe for one case where two van loads of coppers will turn up at somebody's house with a convenient film crew so that it can be shown on television followed by an interview with an insecure, posh scruffy fat bloke telling everybody how tough he is.
 
I imagine you need both carrot and stick to make isolation work. In Oz generally you have financial support + police knocking on the door to check (maybe also army, in Victoria). Seems to have worked.
 
In Oz you kept the numbers down to the point where it could be done. Currently UK would need to be recruiting thick end of 5,000 coppers a day to cover it - assuming they work in pairs and could find 6 people.

I guess. FWIW, Vic peaked at around 8,000 active cases and needed cops + army to do the door-knock checks. That would correspond to about 80,000 active cases in the UK. UK doesn't publish active case/recovery data, I think, but no doubt there's more than 80,000 now.

Anyway, if you can't get enough people to isolate with carrot/stick then I guess you might need to go full-Wuhan with curfews etc.

It says in this article that this strategy could have the opposite effect of what they are trying to achieve, as people may avoid getting tested all together.
