Those are towards the top of the normal range, which would match the "borderline" description. See
https://www.diabetes.org.uk/guide-to-diabetes/managing-your-diabetes/testing for the recommended ranges for people with diabetes. (Basically 4-7 before meals, and at 2 hours afterwards, less than 8.5 after the meal.)
There are studies around looking at what's typical for people without diabetes which more or less matches that, though they tend to vary a bit less though they also definitely go quite high after eating, sometimes (values over 10 aren't that unusual).
