It does seem ludicrous to send in teams to do surge testing. It’s vaccines these areas need, as many as possible. That’s what would happen if it happened within the M25, for sure.

As it perhaps did. I'm not at all sure why they're so generally unwilling to be a bit flexible about such things. Seems likely that sending more vaccines to the NW now would be popular and possibly helpful. (Won't help for a few weeks, but we can expect the virus to still be around then.)

I can see why earlier it was much better to get groups 1-9 vaccinated with no messing around trying to vaccinate people who often worked in schools (say), but prioritising a city or a region seems a natural thing to do now.
