Levels rise when I don't eat

hi
I am hoping you can help me please. Most days when I wake up my levels are under 7. I then get ready and head to work where I have breakfast - by this time my levels will be between 8 - 11.... But I've not eaten anything and my meter has told me I don't need to inject (on my first check) - why does it rise like that?
