Starting initially as a voluntary scheme looking at public transport use and energy use, the extent to where this can go, the sky is the limit.

“In September, we will start with a pilot project for the city: at the center is the virtuous citizen, the one who, for example, separates waste well or does not waste energy, or uses public transport and does not receive fines, or actively uses the Bologna Welcome Card,” announced Massimo Bugani, councilor for the city’s digital agenda and civic use of data, at a press conference late last month.

 
It’s already being used in Rome.

It’s very similar to a scheme used in China and carries all the associated issues which you’d imagine there would be with any form of social behaviour monitoring on a micro rather than macro level.
 
I've always found the problem with many new laws is not how they start but how the end. They only ever go in one direction. I remember when those tazers were first given to police officers on the basis of only used by armed police instead of using their gun. Then, next thing you know, the tazers were being handed out far and wide beyond just the armed police and used daily in non lethal situations.
I’m resisting making a pun about taser use being shocking.
