The House of Lords is set to vote later on competition within the NHS in England, after Labour accused the government of bringing in "privatisation" at an "alarming pace".
Ministers have promised to "improve the quality and efficiency of health care services" by making procurement decisions "transparent and fair".
But Labour says that new regulations "let the privatisation genie fully out of the bottle".
It wants the changes to be annulled.
