I have a question... Does having higher Hemoglobin effect A1C? Or causes surge in sugar levels?

No. It doesn't - BUT that's not healthy so I'd want to know such a person was receiving ongoing medical treatment to correct it.

Well I’m not sure to be honest. Certainly anaemia (low red blood cell count) is known to have an impact on the reliability of HbA1c... so I am not sure if the same is true at the other end of the scale.
