The union Unite has begun balloting its members to gauge their appetite for industrial action this summer over what it calls the government’s "divide and rule" pay offer.
The move follows the government’s decision in March this year not to award the 1% pay rise recommended by the independent Pay Review Body to all staff in the NHS.
Instead, up to half of the 1.3 million NHS workforce will have to rely on their annual incremental increase, instead of an official pay uplift, says the union.
These increments are not part of the annual pay rise, but recognise the knowledge and skills accrued during career progression and the need to meet additional performance criteria, it says.
