Hba1c confusion

Hello i recently had the 3 month test done at the doc's. When I called for the results the reception said No Action Required. I then asked for the actual result: 39.
This was meaningless until I went on this site converted that number to 5.7% and learnt I am pre diabetic.
If that is the case why the doc say No Action or are these figures ike many produced by the NHS designed to instill a fear factor.
Id love a more experienced view on this.
 
As Bruce said. "Prediabetic" or at risk of diabetes is when your HbA1c is 42-47. 39 is entirely normal
 
5.7% is the US cut-off for "pre-diabetic". UK & elsewhere use 42 mmol/mol = 6.0%.
 
Ah OK. Perhaps I didn't read the info as closely as I should have.
Anyway I've ordered a constant monitor now as the Glucose Goddess said it should be able to tell you which foods might not be the best to eat for me. Apparently people can have different sugar reactions to the same foods.
