A Host welcomes people to the forum and encourages them to engage (not just new members) - a Moderator does the same but also polices the forum - stopping spam and making sure everyone behaves (in a nutshell)
 
Hi Gail, a host will basically try to make new members feel welcome and at ease with using the site and a moderator who can do this will also check content for inappropriate/unwelcome/inaccurate posts/scammers etc.
