Some of the poorest areas of England could lose millions of pounds of health funding under plans being considered.
Instead of allocating money on the basis of deprivation and need, the proposed new system would be based primarily on age and population.
As a result, money going to clinical commissioning groups ? the bodies that oversee GPs? surgeries ? in areas such as Sunderland could be slashed by as much as ?146 per person.
But wealthy South Eastern Hampshire, where there is a larger proportion of old people, would get ?164 more per person.
