A multi-billion pound shake-up of care for elderly and disabled people is being put at risk by ministers’ refusal to promise funds for more than the first year, a coalition of town hall chiefs has claimed.
The Local Government Association, which represents every major council in England and Wales, said it was “inevitable” that frail and vulnerable people would suffer unless long-term funding could be found.
As part of the Coalition’s overhaul of the care system, which will introduce a cap on the cost of care for the first time, councils and the NHS are creating a £5.8 billion pot in order to bring the health and social care systems more closely together.
The aim is to partially merge parts of the two systems in order to reduce waste and, potentially, save billions of pounds by cutting down on the number of older people staying in hospital because of a lack of basic care at home.
