Do carbs from fiber count for diabetics?

No fibre is not broken down by our bodies, so it doesn't release glucose.

Are you in the UK? If so, you don't need to think about Fibre other than how you can include more in your diet. Labeling rules here in the UK mean that the total carb content does not have Fibre included.
If you are in the USA and possible other parts of the world but probably not the EU, Fiber is included in the total carb content, even though you don't digest it, so you need to deduct the Fiber from the total carbs to get the digestible carbs.

The key is mostly in the spelling. In the USA it is spelled FIBER and will need to be deducted. In the UK it is spelled FIBRE and it is not included in the carb content, so you don't deduct it. This is why it is important if you are using an app to log food that you choose a UK version if you are in the UK
 
Wasn’t sure if fiber is also converted to glucose like other carbs are.
It isn't but UK nutritional information already had the FIRBE deducted from the Total Carbs but in the USA the FIBER has not so you would deduct it if your data is American.
So for UK packaging information ignore the fibre in your carb calculation.
