Hi all I am type 2 diabetic and my HB1C is around 8.2 since last 4 years so far and my doctor still put me in metformin in London. Now slowly my eyes started blinking i am worrying that it is related to retinopathy and my eyes may get damaged.
Welcome @m4madhav🙂 8.2 is above the recommended level for HbA1C. It’s 66.1 in the new measurements. Have you also changed your diet to help?
When you say that your eye is blinking, do you mean the muscle underneath it is twitching? That’s not uncommon. People without diabetes get it too. Here’s some information:

Others find a low or very low calorie or shakes based regime works for them and there are various menu plans on the main DUK site
With an HbA1C of 66mmol/mol you certainly need to work to reduce it to avoid unpleasant diabetic related conditions.
As for the eye twitch, I have been getting that for years and it is very annoying but I don't think anything to worry about.
