Action to diagnose people with diabetes "as early as possible" has been promised by Deputy Health Minister Vaughan Gething.
The pledge comes as a report says deaths from diabetes-related conditions in Wales fell by more than a quarter in four years.
Diabetes UK Cymru said the reduced deaths was part of a UK-wide trend, and claimed that performance was "patchy" in terms of giving people the treatment they need.
Mr Gething said efforts would continue to save more lives by spotting diabetes as soon as possible.
