Relationship to Diabetes

Not sure about this,my sister has been referred to the diabetes clinic at her hospital her hba1c was 45 does this mean that they think she has diabetes:confused:
 
45 mmol/mol equates to around 6.4% in old money, so although it is something a person with diabetes might aspire to, it is a little on the high side for someone who has not been diagnosed. They may be wishing to do further tests to determine if it is diabetes, or perhaps an impaired glucose tolerance.
