D4 refused by GP

Hi, I am in the process of renewing my group 2 licence and have just had a message from the GPs saying they do not fill in D4s and I need to go to a private provider. As it is part of the DVLA process for medical renewal for your GP to fill in the D4 I find this confusing, has anyone else had this issue? TIA

Thank you so much for your post and sorry for the delay with a reponse. I have spoken to our Information Officer at Diabetes UK.


Page 3 says, who can complete the medical section of the D4 form - basically any doctor and page 4 says the DVLA doesn't pay for this. Doctors can and will charge for this service and it's paid by the the applicant or their employer. We both suspected the GP may be refusing because it's a detailed form including an eye test, which they may not be competent to do, but we aren't sure.

Thanks Josh, I suppose my nuanced point is I actually think it is against the equality act as the only reason I need a D4 to be completed is because I am a diabetic, I have the ability to drive a 7.5 ton because of grandfather rights. By the GP refusing I will have to pay for a private company to do it, someone of my age and driving record without diabetes would not have to do it. I do not have to drive as part of my job, so an employer will not pay.

Try ringing a company called D4 Drivers - they're based somewhere like Bradford but you can get a driving medical with them practically anywhere in the country. My husband hasn't got diabetes but of course you do lose your grandfather rights on your 70th birthday and he wanted to keep his C1 licence - the one that allows you do drive things from 3500kg to 7500kg - he was 74 last month so now he's used D4D twice, in Coventry, last time in the early evening. They do do an eye test - unlike most GPs anyway.

I'm saying 'ring them' cos I've no idea whether the diabetes makes any difference or not. Pete's ones both cost £50 ish and the last time we saw any prices at our GP surgery - prior to lockdown - they charged £120 for 'Private Medical Report' without specifying in what circs they might be needed.

Thanks, yep - I have gone to d4drivers now, & will also pursue clarification on if DVLA are contravening the equality act so I don't have a yearly bill for doing this now. But I guessing I will have reached my 70th by the time DVLA answer the phone 🙂
