If I come off insulin, and I am just on Metformin, can I apply to get all my driving classes re instated back on my licence and come of a restricted 3yr licence.

Yes, I did it with another illness, i was on a annual renew licence (what a pain that was), from a bad memory I had to have a report from the hospital saying I was ok, DVLA did get their revenge as they removed a few entitlements off my licence.
 
I've just applied for my driving licence to be reinstated as original so I'm in a similar situation to you. I have waited six months to ensure I do not need to return to insulin meds. I have had a couple of HbA1c's in that time and occasionally test my BG levels to check my levels are reasonably within the guidelines. Although I presently don't drive much I still test beforehand (until I'm off medical restrictions).
I filled out the DVLA forms for informing them of change of medication and sent them together with a copy of letter from Consultant confirming I no longer require insulin. I've had no response yet so DVLA may be checking with medics.

As you are T1, I am not sure how you would be able to come off insulin.
I know that some in early stages are able to manage on reduced doses,
especially where it is caught early in the destruction of the beta cells.

Its a long story was told at the begining of an illness that I was type 1 and was put on insulin, now I am being told I am either Type2 or type 3c. I am not off all my insulin yet but have been put on Metformin tablets and only taking my lantus at night at a reduced dose.
 
If you are still taking insulin, even at a reduced dose, you won’t be able to come off the three year system. When you actually stop that, you’ll be fine.
 
If you are on medication that can cause a hypo you will remain on a restricted licence. Don't risk your long term health to get your unrestricted licence back.
 
I have been taken off insulin altogether now, and my diabetic doctor has put it on my medical record that I no longer need it. how long do I leave it before I apply to DVLA to get my normal licence back.
Also all the time I am on a restricted licence by law do I need to keep testing my bg levels before I drive and two hours into a journey.

It is my understanding that the requirement to test goes with the insulin use, not with the length of licence, so no, you wouldn’t have to keep on testing.
If you apply for your full licence back, the DVLA will contact your GP, so provided there’s that note on file that you don’t require insulin, your GP should be able to confirm it straight way.

Will I be able to ring DVLA and tell them or is there a form I need to fill in, if so do you know what form I would need to fill in.

I can’t see anything on the Gov.UK website about restoring a full licence, only reapplying when you’ve surrendered your licence, which isn’t quite the same thing, I think you may have to ring them and ask. (but don’t necessarily expect them to know the answer!) or even write, explain the circumstances, and ask them to send you any necessary forms.
