Officials said they should “exercise their own judgement” on whether to hold Christmas events and it “strongly advises against” doing so in the next four weeks while the Covid booster scheme continues. “The public, at this stage, are ultimately called upon to exercise their own judgement in this respect bearing in mind the current advice given.”

 
I don’t want to sound pedantic, but Gibraltar isn’t a country. It’s a British Overseas Territory, the Head of State being the Queen.

I guess the excess vaccination covered the Spanish workers who cross into Gibraltar daily for work, easily enough to account for the excess 40.2%.

(Those comments I make are addressed to the article, which appears to be sneering at the silliness of the Gibraltar government).
