People who don't have diabetes can be outside that range sometimes. Maybe a little low if you unexpectedly have to run for a bus in the morning and skip breakfast, maybe higher (possibly quite a bit higher) after a carb-heavy meal.
I suppose prediabetic can be interpreted as being a warning that unless you make some lifestyle changes in reducing the amount of carbohydrates and getting more exercise then you could find yourself with a diabetes diagnosis. There is usually no need for medication as although the body is struggling to cope with carbs, reducing those will give your body a fighting chance to bring the level down to normal.
Reducing portions of high carb foods and reserving some things as treats rather than an everyday thing is often all that is needed.
