Welcome Bainbridge. Damage to legs is not good for anyone, particularly people with diabetes. As you've tried all the obvious treatments for dry skin etc, best to raise the topic with your GP and / or practice nurse - some are specialists in leg ulcers, both preventing and treating. Tightness around lower legs sounds like oedema (fluid seeping from cells to spaces between cells), which can be eased by keeping feet up when sitting. GP may consider prescribing diuretics (water tablets).

Hi Bainbridge and welcome i would echo copepods advice , if you have tryed all the creams etc and nothing seem to be doing the trick then the next step is to get an appointment with your GP and rasie your concerns .
