Relationship to Diabetes

I am a carer for a lady in her 70s. She has been unwell and tested for all sorts of things without success. She has the classic signs of diabetes- all of them- . There is no doubt whatsoever that when we test her blood glucose with the monitor that she is always above the normal ranges, fasting, 2 hours after meals and at bedtime. Though never seriously above . The GP has said her blood tests do not show her as diabetic or pre diabetic though our glucose readings suggest she is pre diabetic . The problem we have is the symptoms are identical. On the rare occasions she feels well her blood sugars are within range. Has anyone come across identical symptoms plus raised but not diabetic glucose levels. Do pre diabetics have all the same symptoms I wonder and maybe the GP needs persuading to retest.
