Views and opinions for not locking down were edited out of reports sent to government, leaving only a one sided argument in favour of lockdowns, which could do more harm than good according to Chris Whitty and Patrick Vallance. Also there was no cost-benefit analysis for locking down, a basic requirement for pretty much every public health intervention.
