At risk of diabetes
I was 48 mmol/mol in April 2021, 6 weeks later it was reduced to 39 mmol/mol and 35 mmol/mol in May 2022.

The above results were achieved through low carb diet

Am I considered a Diabetic in relation to qualifying for NHS funding for the likes of eye tests?

Do you mean for regular eye test at your optician or the annual retinal screening. The annual retinal screening and foot checks I think you should still get.
I'm not sure about at your optician.

I was thinking more of the regular eye test.

if you’ve been previously diagnosed as diabetic following the test of 48 then you’re eligible for the eye test. If you don’t know whether you’re diabetic or not then you need to speak to your GP as that’s something you need to understand yourself.
